The International Bar Association (IBA) invites application for the post of Consultant for the Accelerating Justice Delivery Project.

Overview

The Accelerating Justice Delivery Project (the “AJP”) has been launched for 2025-2026. Funded by the Special Projects Fund of the International Bar Association (IBA), the project will be managed through the IBA's Asia Pacific Forum and Bar Issues Commission. The project aims to study causes of case delays in India and other jurisdictions and identify solutions that could be applied across multiple jurisdictions. The AJP will begin with a report on the causes of delay and potential strategies to address them. The project requires the appointment of a Consultant for a fixed term engagement of 6-12 months at an agreed consultancy day rate.

Terms of Consultancy: Approximately 230 days total

Location: New Delhi, Connaught Place Area

Contract: 6 – 12 months

Essential Qualification and Experience

• Registered as an advocate with the Bar Council of India.

• 1-3 years' post-qualification-experience in litigation at the original side in New Delhi or elsewhere in India.

• Prior experience in socio-legal research, project management, project analysis or empirical data analysis.

• Strong English communication skills, including the ability to host or conduct online meetings with international lawyers and jurists and have excellent English drafting skills.

Roles & Responsibilities

• Under the supervision and guidance of Mr. Amir Singh Pasrich, IBA Treasurer in India, the Consultant will be expected to fulfil the following terms of reference:

(a) Co-ordination of meetings with the IBA's India Working Group (IWG) team and the AJP Commission for directions and planned stage-wise deliverables;

(b) Project management - including correspondence with contributors,

(c) Engaging with an outside consultant secretary for admin, transcription, assistance with obtaining responses, preparation of the report, etc.

(d) Defining questions for use with participants (improving the template that's provided by the IBA),

(e) Conducting interviews with contributors and collating their responses (up to approximately 50 contributions),

(f) Publication of an Initial AJP Report intended to go live for discussion and participation of the Supreme Court of India by July or August 2026;

(g) Handbook of suggested reforms, containing specific contributions from identified participants, i.e., eminent jurists, judges, senior advocates and academics.

(h) Production of a Project Report,

(i) Production of a more detailed White Paper to be shared with appropriate authorities in India and presented to India's Law Minister and the Chief Justice of India, and

(j) Later (and if required) assist with implementation of the Handbook in India and other jurisdictions.
