Confederation Of Law Teachers India To Hold National Webinar On Proposed National Legal Education Commission (NALCO) On Teachers' Day
The Confederation of Law Teachers, India (COLT) is organizing a National Webinar on “Independent Regulator of Legal Education and Research in India: National Legal Education Commission (NALCO) – Challenges and Remedies” on September 5, 2026, marking Teachers' Day. The webinar aims to facilitate discussions on the future of legal education governance and the proposal for an independent regulatory framework for legal education and research in India.
The programme will be conducted virtually through Zoom and will bring together former judges, legal academics, policymakers, administrators, and practitioners to deliberate on regulatory models and institutional reforms in legal education.
The webinar will comprise two thematic sessions.
Session I: Comparative Perspectives on Legal Education Governance
The first session, scheduled from 10:00 AM to 11:30 AM, will focus on “Legal Education and Research Governance: Comparative Perspective Across the Globe – Multiplicity of Regulators.”
Justice Gopal Gowda, former Judge of the Supreme Court of India, will attend as the Chief Guest. The panel of speakers includes Prof. (Dr.) Mohan Gopal, former Vice-Chancellor of NLSIU Bengaluru; senior advocate A.K. Ganguli; Prof. (Dr.) D.P. Verma, Member of the Law Commission of India; and Dr. Rajiv Mani, Secretary, Department of Legal Affairs, Ministry of Law and Justice.
The session will be moderated by Prof. (Dr.) M.R.K. Prasad, Principal, Salgaocar Law College, Goa, and Secretary General of the Confederation of Law Teachers.
Session II: Framework for the Proposed Regulator
The second session, from 11:45 AM to 1:15 PM, will examine the “Framework of the Proposed Regulator of Legal Education and Research in India: Challenges and Solutions.”
The panel will feature Prof. (Dr.) A. Lakshminath, former Vice-Chancellor of Chanakya National Law University; Prof. (Dr.) B.T. Kaul, Chairperson of the Confederation of Law Teachers and former Chairperson of the Delhi Judicial Academy; Prof. (Dr.) K.V.S. Sarma, Vice-Chancellor of NLU Assam; Prof. (Dr.) Amar Pal Singh, Vice-Chancellor of Dr. Ram Manohar Lohiya National Law University, Lucknow; and Prof. (Dr.) K.D. Raju, Pro Vice-Chancellor of KIIT Deemed University.
The session will be moderated by Prof. (Dr.) Uday Shanker, Dean, Rajiv Gandhi School of Intellectual Property Law, IIT Kharagpur.
