The Delhi High Court has issued notice to itself seeking a status report on several issues regarding the improvement of the present virtual filing system of the Delhi District Courts.

The Bench of Justice Rekha Palli gave this order in a plea preferred by a litigant whose suit is pending before learned Additional District Judge, Karkardooma Court, Delhi making certain suggestions to improve the present virtual filing system of the Delhi District Courts.

The petitioner had urged that the system needs to be upgraded so as to bring it at par with the system being followed by the Delhi High Court.

Having perused the plea, the Court issued notice to itself and directed:

"Keeping in view the nature of the reliefs sought in the present petition, no counter affidavit needs to be filed. However, a status report will be filed by the respondents addressing the issues pointed out in this petition."

The petitioner had made the following prayers:-

  • Delhi High Court be directed to make rules/regulations for the Courts/Tribunals which are subordinate to it under the aegis of Article 227 of the Constitution of India, Code of Civil Procedure 1908 and/or Code of Criminal Procedure 1973:

I. The Diary Number is generated/provided for any kind of filings such as Submission of Pleadings / Application before the Honourable District Courts

II. The Interlocutory Applications (Civil / Criminal Application) should be numbered before the Honourable District Courts

III. Be pleased to create provision for the online submissions of the pleadings/applications before the Honourable District Courts.

IV. Be pleased to create provisions for the online request for the certified copy of the orders/judgments/case files before the Honourable District Courts.

V. Be pleased to create provision for checking the online information status of any filing of the pleadings/applications before the Honourable District Courts.

  • Direct Delhi Government to provide sufficient infrastructure for an online mechanism for the District Courts in the National Capital Territory of Delhi.
  • Interim Prayer: Kindly be pleased to direct the District Courts to stop the Wooden DropBox system for the submission of pleadings/application and to provide acknowledgment for any submissions through Reader/Ahmad of the Honourable District Courts in the inter alia.
  • Any other order or directions as the Hon'ble Court may deem fit and proper in the facts and circumstances of the case be also passed in favor of the Petitioner.
  • The cost of the present urgent Petition be also allowed in favor of the Petitioner and against the Respondents."
