Rajasthan State Legal Services Authority Launches Four Statewide Missions, Inaugurates Legal Assistance Centre And Rooftop Solar Plant
The Chief Justice of the Rajasthan High Court, Justice Sanjay K. Agrawal, inaugurated the 'Nyay Ro Sarthi' Legal Assistance Centre and a rooftop solar power plant at the premises of the Rajasthan State Legal Services Authority (RSLSA), Jaipur. The occasion also witnessed the launch of four statewide missions focusing on water conservation, prison healthcare, children's education and road safety.
Justice Agrawal, who made his maiden visit to RSLSA after assuming office as Chief Justice of the Rajasthan High Court, was accompanied by Justice Vinit Kumar Mathur, Executive Chairman, RSLSA, and other Judges of the Rajasthan High Court.
Four Statewide Missions Launched Ahead Of Legal Services Day
The four statewide missions were conceived by Justice Vinit Kumar Mathur, Executive Chairman, RSLSA, in the run-up to Legal Services Day, observed annually on November 9. As this year's Legal Services Day falls during the Deepawali holidays, the Authority decided to launch the initiatives in advance.
On the occasion, the Chief Justice launched the following four initiatives and released dedicated booklets outlining their objectives and implementation framework.
1. Neer Nyay Yojana, 2026 – Conserving Water, Preserving Nature
The initiative aims to protect and restore traditional water bodies, including ponds and stepwells, along with their catchment areas. It envisages the formation of dedicated community-level teams comprising village elders, Sarpanches and other responsible members of society having jurisdiction over the concerned water bodies.
The mission seeks to promote the rejuvenation of traditional water resources, groundwater recharge, water conservation and preservation of local flora and fauna, thereby contributing to ecological balance.
2. SPANDAN – Care Beyond Bars
The prison healthcare initiative seeks to ensure timely and accessible medical treatment for inmates.
Recognising that logistical constraints, particularly the shortage of police personnel required to escort prisoners to hospitals, often delay specialised medical treatment, the initiative envisages a two-pronged healthcare arrangement.
Under the first component, teams from civil hospitals will periodically visit prisons with portable diagnostic equipment, including ultrasound, X-ray and eye-testing facilities.
The second component provides for dedicated medical transport facilities to take inmates to civil hospitals for surgeries and specialised treatment that cannot be provided within prison premises.
The initiative seeks to ensure that incarceration does not become a barrier to the fundamental right to health and dignified medical care.
3. Nihshulk Shiksha – Har Bachche Ka Adhikar
The initiative is based on the NALSA scheme for promoting the right to free and compulsory education and has been further adapted by RSLSA to address local requirements.
The Authority has developed simplified literature in accessible language to help citizens, including those with limited legal literacy, understand children's educational rights, the process of securing admission to schools and the legal remedies available in cases involving violations of such rights.
The initiative aims to empower parents and communities with the knowledge and confidence to secure every child's right to education.
4. RSLSA For Road Safety 2.0 – Advancing The Global Road Safety Agenda
Building upon the response and enforcement outcomes of its earlier road safety campaign, RSLSA has launched its second phase to strengthen road safety measures across the State.
The initiative complements the global road safety concerns and priorities articulated by the World Health Organization (WHO) at its programme organised in New Delhi in collaboration with the Central Government.
Road Safety 2.0 expands the scope of the earlier campaign by seeking to strengthen inspections and regulatory compliance across different categories of public transport, including sleeper and luxury buses, minibuses and urban city buses.
The campaign envisages coordinated action involving District Legal Services Authorities, the Transport Department, Police and other enforcement agencies to prevent avoidable road accidents, promote safer public transport and strengthen road safety.
Nyay Ro Sarthi Legal Assistance Centre Inaugurated
The 'Nyay Ro Sarthi' Legal Assistance Centre has been established in compliance with NALSA regulations envisaging a dedicated Legal Assistance Centre in every legal services institution.
The Rajasthan High Court Legal Services Committee, Jaipur, headed by Justice Indrajeet Singh, has been undertaking initiatives to facilitate litigants visiting the High Court premises.
The newly established Centre, located within the High Court premises, will provide legal counselling, guidance and free legal assistance to litigants, enabling them to effectively pursue their cases.
Rooftop Solar Plant Inaugurated At RSLSA Premises
The Chief Justice also inaugurated a state-of-the-art rooftop solar power plant at the RSLSA headquarters in Jaipur.
The solar plant will generate clean electricity while also providing power backup. The initiative is also envisaged to extend to all ADR Centres across Rajasthan, which are proposed to be equipped with solar energy systems.
The initiative seeks to promote green energy infrastructure across legal services institutions in the State.
Justice Sanjay K. Agrawal And Justice Vinit Kumar Mathur Address Gathering
Addressing the gathering, Chief Justice Sanjay K. Agrawal and Justice Vinit Kumar Mathur, Executive Chairman, RSLSA, observed that the initiatives reflect a broader and more inclusive vision of legal services, extending beyond conventional court-based assistance to encompass environmental protection, healthcare for prison inmates, educational rights of children and road safety.
They emphasised that the effective involvement of District Legal Services Authorities and Taluka Legal Services Committees, in coordination with the concerned government departments and institutions, would ensure that the initiatives reach citizens at the grassroots level and translate their objectives into tangible outcomes.
Earlier, Member Secretary, RSLSA, Mr. Hari Om Attri, briefed the gathering about the objectives and implementation strategies of the four statewide initiatives.
The inauguration of the two facilities and the launch of the four statewide missions mark RSLSA's efforts to make legal services more accessible, inclusive, sustainable and responsive to the needs of society.
