In an effort to strengthen citizen-centric justice delivery, the Rajasthan State Legal Services Authority (RSLSA) launched a pioneering 90-day State-wide initiative titled ―न्याय आपके द्वार – लोक उपयोगिता सेवाओं से जुड़ी समस्याओं का सरल एवं त्वरित समाधान.

This effort reflects RSLSA's unwavering commitment to the constitutional mandate of ―Equal Justice for All, ensuring that justice is not confined to courtrooms but reaches every household in a timely, humane, and effective manner.

The launch follows closely on the heels of the National Conference on ―Strengthening Legal Aid Delivery Mechanisms, held in New Delhi a day earlier. At the Conference, a dedicated working session on ―Strengthening Permanent Lok Adalats (PLAs): Reach, Regularity, and Responsiveness was conducted under the panel headed by Mr. Justice Pamidighantam Sri Narasimha. During the discussions, the need to strengthen the reach of PLAs emerged as a foremost priority.

Recognized among the top four performing States in this field, RSLSA is further strengthening its outreach under the guidance of Mr. Justice Sanjeev Prakash Sharma, Acting Chief Justice of the Rajasthan High Court, through PLA-focused camps aimed at taking justice delivery to citizens' doorsteps.

Inaugural Ceremony

The State-wide drive was inaugurated at Jaipur in the esteemed presence of Mr. Justice Sanjeev Prakash Sharma, Acting Chief Justice and Executive Chairman, RSLSA; Judges of the Rajasthan High Court, Jodhpur and Jaipur Bench; Chairpersons of Permanent Lok Adalats; Secretaries of District Legal Services Authorities; and other dignitaries.

Addressing the gathering, the Acting Chief Justice emphasized that the essence of justice lies in its visibility, accessibility, and immediacy. His Lordship underscored that matters relating to electricity, water, transport, health, sanitation, banking, housing, insurance, and other public utility services directly impact the dignity and livelihood of citizens and therefore require swift, sensitive, and structured redressal.

A First in India — PLAs at the Doorstep

For the first time across India, Permanent Lok Adalats will be taken directly to wards and mohallas through specially organized camps. PLVs and Panel Lawyers will engage with citizens at the grassroots level, encouraging them to bring forth grievances to one of the most cost-effective and time-saving forums—PLAs.

Grievances collected by DLSAs during these camps will be examined, and, subject to the provisions of the Legal Services Authorities Act, 1987, presented before PLAs through Panel Lawyers. The aim is to deliver rapid and meaningful resolution, particularly of long-standing public utility–related issues.

This proactive model is expected to significantly enhance the regularity and responsiveness of PLAs, aligning with the goals set at the National Conference and setting a benchmark for accessible justice delivery across the country.

Three-Phase Implementation Framework

The 90-day drive will be implemented from 10 November 2025 to 10 February 2026 in three phases:

1. Awareness and Grievance Registration

2. Conciliation between Citizens and Service Providers

3. Formal Adjudication of Unresolved Cases before PLAs

A comprehensive SOP has been issued to all DLSAs to ensure uniformity, efficiency, and accountability in execution.

Dedicated Communication Channel

To strengthen citizen participation, RSLSA has allocated a dedicated mobile number — 9119365734 — for receiving grievances via WhatsApp. Each complaint will be immediately forwarded to the State-level Nodal Officer, who will coordinate with the concerned DLSA.

• PLVs will verify grievances within 24 hours

• DLSA Secretaries will assign matters to Panel Lawyers or LADCs within 48 hours

• Cases will be listed in daily PLA cause lists and monitored continuously

Daily and weekly reports will be reviewed by RSLSA to ensure transparency, timely action, and measurable outcomes.

The initiative represents a structured approach to align justice delivery with citizen needs. By enabling swift and amicable resolution of public utility grievances, RSLSA continues to strengthen public confidence in legal institutions and advance the goal of accessible justice.

Through outreach, structured redressal, and responsive service, Rajasthan is working toward realizing the vision of “Justice at the Doorstepन्याय आपके द्वार.”
