SC Collegium Recommends Appointment Of A Judicial Officer As Orissa HC Judge; Defers/ Remits Names Of 8 Advocates

The Supreme Court collegium has recommended the appointment of Judicial Officer Dr. Akshaya Kumar Mishra as a judge of Orissa High Court.

While doing so, the Collegium comprising Chief Justice of India Ranjan Gogoi, Justice MB Lokur and Justice Kurian Joseph also considered the candidature of three other Judicial Officers—Satyanarayan Mishra, Bibhu Prasad Routray, and Gautam Sharma.

It, however, noted that these officers did not “qualify the prevailing norms of eligibility”, and hence, sent their recommendations back to the High Court for reconsideration.

The collegium also had the names of following eight Advocates before it:

Rudra Prasad Kar
Pranaya Kishore Harichandan
Kali Prasanna Mishra
Bimbisar Dash
Narasingh V.
Tushar Kanti Satapathy
Bishnu Prasad Pradhan
Sameer Kumar Das.

Out of these, candidature of five Advocates—Rudra Prasad Kar, Bimbisar Dash, Tushar Kanti Satapathy, Bishnu Prasad Pradhan and Sameer Kumar Das—was remitted to the High Court as they did not meet the income criteria. Their average net professional annual income for the preceding five years was less than the prescribed income limit applicable in case of Bar members.

Pranaya Kishore Harichandan’s candidature was also remitted to the High Court, Kali Prasanna Mishra’s name was deferred at the present, and Narasingh V.’s name was sent back to the High Court for reconsideration by the High Court Collegium.
