CBIC Extends Anti-Dumping Duty On Flexible Slabstock Polyol Imports From Saudi Arabia And UAE

The Central Board of Indirect Taxes and Customs (CBIC) has extended the levy of anti-dumping duty on imports of Flexible Slabstock Polyol originating in or exported from Saudi Arabia and the United Arab Emirates up to June 17, 2026, pending completion of sunset review proceedings.
The subject goods, namely “Flexible Slabstock Polyol of molecular weight 3000–4000,” fall under tariff sub-heading 3907 29 of the First Schedule to the Customs Tariff Act, 1975.
A flexible slabstock polyol is a key liquid chemical (a type of polyether) used to create soft, resilient polyurethane foams for products like mattresses, upholstery, car seats, and packaging, formed by reacting with isocyanates to create large foam blocks (slabstock) that are then cut to size.
Anti-dumping duty on these imports was originally imposed by Notification No. 20/2021-Customs (ADD), dated April 5, 2021, following findings that such imports from Saudi Arabia and the UAE were being dumped into the Indian market, causing material injury to the domestic industry.
As the five-year period of the original levy was approaching expiry, the Designated Authority had initiated a sunset review investigation vide Initiation Notification No. 7/03/2025-DGTR, dated March 18, 2025, to examine whether cessation of the duty would likely lead to continuation or recurrence of dumping and injury.
During the course of the review proceedings, the Designated Authority requested continuation of the existing anti-dumping duty in terms of Section 9A(5) of the Customs Tariff Act, pending final determination. Accepting this request, the Central Government has amended the principal notification to ensure that the duty remains in force while the review is pending.
Accordingly, a new paragraph has been inserted after paragraph 2 of the original notification, clarifying that notwithstanding anything contained therein, the anti-dumping duty shall continue to apply up to June 17, 2026.
