The Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, has amended Paragraphs 4.87(a) and 4.88 of the Handbook of Procedures (HBP) 2023 under the Foreign Trade Policy (FTP) 2023. The amendment now allows import and export of gems and jewellery parcels for personal carriage through Ahmedabad Airport, in addition to the previously listed international airports such as Delhi, Mumbai, Kolkata, Chennai, Kochi, Coimbatore, Bengaluru, Hyderabad and Jaipur.

The procedure for clearance remains unchanged and will continue to follow normal Customs regulations and banking norms.

The Directorate General of Foreign Trade (DGFT) has expanded the list of airports permitted for personal carriage of gems and jewellery import and export parcels under the Foreign Trade Policy (FTP), 2023. With immediate effect, Ahmedabad Airport has now been included among the authorised entry and exit points for such consignments.

The change has been notified through Public Notice No. 33/2025-2026 dated December 2025, whereby Paras 4.87(a) and 4.88 of the Handbook of Procedures (HBP) 2023 have been amended. Until now, personal carriage of gems and jewellery parcels by passengers or importers was permitted only through airports in Delhi, Mumbai, Kolkata, Chennai, Kochi, Coimbatore, Bengaluru, Hyderabad and Jaipur. The latest amendment now adds Ahmedabad to the list.

Key Takeaways From the Public Notice

  • Export and import of gems & jewellery parcels for personal carriage is now permitted via Ahmedabad Airport in addition to the existing airports.
  • The operational procedure remains unchanged:

Clearance will continue to be governed by normal Customs procedures; For exports, realisation of proceeds must be routed through normal banking channels; Parcels must be brought to Customs for examination and release by the importer/foreign national.

Regulatory Intent

The DGFT notification states that the amendment is issued in exercise of powers under Paragraph 1.03 and 2.04 of the FTP 2023, to facilitate trade convenience for the gems and jewellery industry and to support rising international traffic through Ahmedabad.

The industry has long demanded logistical expansion beyond traditional jewellery hubs, and this measure is expected to significantly benefit exporters, importers, and SEZ/EOU-linked firms operating through Gujarat.
