West Bengal SIR | Maadhyamik Admit Card Be Produced Along With Class X Pass Certificate For Verification : Supreme Court
SC also allowed the EROs to hand over the documents received before February 14, though not uploaded, to judicial officers.
The Supreme Court on Wednesday clarified that the Maadhyamik (Class 10) admit card issued by the West Bengal State Board be submitted along with the Maadhyamik pass card for the purpose of verification of age and parentage in the Special Intensive Revision (SIR) of the electoral rolls in the State of West Bengal.
The Court also directed that the documents, mentioned in para 3(iii) of the February 24 order, which have not been uploaded so far and which were received on or before February 14, shall be submitted or handed over to the presiding judicial officers by the concerned Electoral Register Officers/Asst Electoral Register Officers by tomorrow 5 PM.
"Similarly, para 3(iii)(c) of the February 24 order is further clarified to the effect that the Maadhyamik (Class X) admit card may be submitted along with the Maadhyamik pass certificate for the purpose of verifying the date of parents and parentage of the candidate," the Court added.
A bench comprising Chief Justice of India Surya Kant, Justice Joymalya Bagchi and Justice Vipul Pancholi passed the clarification order on a mention by Sr Advocate Dama Sheshadiri Naidu, appearing for the Election Commission of India.
Naidu sought certain clarifications with respect to yesterday's order, which deployed judicial officers to adjudicate claims and objections in the SIR process. He sought clarification that the EROs/AEROs can handover the documents which they received before the cut-of date but which may have omitted to be uploaded due to inadvertence.
Naidu sought further clarification regarding the use of Maadhyamik cards, which were allowed as per the January 19 order. He submitted that they be accepted only for age determination. Justice Bagchi however submitted that Maadhyamik card also has the father's name as well. "I can personally assure you that the judges in Bengal are aware of the data on the Maadhyamik card, because unlike the Bihar pass certificate, in West Bengal, the date of birth and parentage details are there in the Maadhyamik card," Justice Bagchi said.
Naidu requested that it be clarified that the Maadhyamik card be used not as a standalone document and that it be used to supplement other documents. Justice Bagchi said that the admit card is to be used in addition to the pass certificate, as the latter does not give the date of birth or father's name. Naidu then said that as per the January 19 order, "Madhyamik (Class-10) admit card, which discloses date of birth of the candidate, may be submitted apart from Madhyamik Pass Certificate during hearing". So, if only the pass certificate is submitted, the details won't be there, Naidu said.
The bench said that it will issue the clarification. Accordingly, the order was passed.
The documents mentioned in Para 3(iii) of the Feb 24 order were those referred to in
(a) notification dated 27.10.2025 issued by the ECI declaring the commencement of Special Intensive Revision in the State of West Bengal, read with the notification dated 24.06.2025;
(b) the order passed by this Court on 08.09.2025 in W.P.(C) No.640/2025 and our other judicial orders passed from time to time, whereby Aadhar Card was allowed to be accepted as proof of identity subject to adequate verification; and
(c) the order of this Court dated 19.01.2026 passed in the instant petition, whereby Madhyamik (Class-10) Admit Card and Madhyamik Pass Certificate was also allowed to be submitted
