The Rajasthan High Court has disposed of a PIL filed in 2018, seeking directions for regular appointment of Art Teachers (Drawing and Music) in government schools, alleging that the existing teachers who were imparting Arts education to students were not graduate in Art.
The division bench of Justice Inderjeet Singh and Justice Sandeep Taneja took note of the affidavit filed by the State as well as the submission by the Advocate General, as per which the State had directed that art education shall be imparted to the students of Classes I to X by teachers who had studied Arts as a subject in their B.Ed Course.
On an earlier occasion, it was submitted by the State that the teachers imparting arts education, even though had not studied Arts as a subject, were given a certain kind of training to develop competence and ability for teaching the subject.
In this regard, the Court had observed that this was only a kind of arrangement, and ideally, there had to be a property recruited Art teachers in every Government School. The Court had sought action plan towards creation and recruitment on the post of Art Teachers in all the government schools in Rajasthan.
In this background, after taking into consideration the affidavit of the State as well as submission of the State's counsel, the Court held that it was satisfied that the State Government had complied with the provisions of the Right of Child to Free and Compulsory Education Act, 2009.
Accordingly, the petition was disposed of.
