Raju: They have not resorted to 156(3) remedy. Not filed FiR. Not the case where police refused toregister FIR. As far as 144 is concerned, it is apparent that 163 of BNS was promulgated. It shows they are partially putting facts before this court. True facts not put.
There are videos showing that crowd became violent and threw stones. They are saying themselves that there was truck with bricks. To say police got it cannot be said. If you are party to unlawful assembly is attributable to you, it is settled. People wanted to get publicity, file PILs. If they have grievance, let them move magistrate with facts: Raju
Raju: On statement alone that if footages are not preserved, the petitions are to be dismissed. There are videos showing police was injured. Its a well known fact that in so called peaceful demonstrations there are instances where such demonstrations are hijacked by others. So called peaceful agitation did not remain peaceful. Damage was caused to police vehicles. Policemen were injured. FIR is also filed where crowd became unruly. The police then has to act if violence is there.
SG: Regarding other petitions, Mr. Hariharan said some policemen were injured. He later corrected. There cannot be any alternative submission on facts.

Raju: If at all any cognizable offence is committed, he can move court under sec 154(3). As far as person concerned Mr. Wangchuk, no complaint filed. And this court is seized of the matter. It seems to be that this is publicity seeking petition. It Involves lot of publicity. It should be dismissed.
ASG SV Raju: Two things, last 54 is different from other petitions. In 54, the event and date is entirely different. No cognizable is made out. There cannot be registration of FIR in such case.
Counsel: When Mr. Wangchuk was taken thereafter DCP posted on X that step was taken after direction of High Court.

Petitioner in item 54 (related to force used to remove Wangchuk from protest site): All police officials were acting like goons. They had no uniform or badge. They forcefully entered stage and to beat other protesters and they approached stage where Mr. Wangchuk was lying. All who tried to stop them were beaten.
Purpose is only to show that the people gathered there to express their grievance: Singh
