Supreme Court Allows Appointment Of Manipur DGP From Outside Manipur Cadre, Notes Peculiar Circumstance In State
In an application moved by the Manipur Government, the Supreme Court today allowed the appointment of the Director General of Police from outside the Manipur cadre, considering the peculiar situation in the State.
A bench comprising Chief Justice Surya Kant, Justice Joymalya Bagchi and Justice Vipul M Pancholi passed the order.
The Manipur government has moved an application stating that they have been unable to find a DG Police from the Manipur cadre after the retirement of DGP Rajiv Singh, who was appointed in the backdrop of the ethnic violence in the State in 2023. Singh is from the Tripura cadre.
Additional Solicitor General Aishwarya Bhati and Solicitor General Tushar mentioned that Singh is retiring on May 31 and the State is in a peculiar condition.
. "Apart from position, the difficulties we find as central government is from amongst the eligible candidates we are not able to find the person of that competence," SG Mehta told the Court.
Considering this, the Court passed an order in the peculiar facts and circumstances: "This application has been moved by the State of Manipur, briefly narrating the civil unrest that has taken place in the State. The Director General of Police, Rajiv Singh, from Tripura cadre was appointed on 2 June 2023. Now, his term is coming to an end on 31st May. In peculiar facts and circumstances, the prayer has been made to appoint a DGP from outside the Manipur cadre. We find merit, and the same is allowed. The prayer is allowed for 2 years."
