On Delhi's Air Quality Crisis, Supreme Court will continue hearing today a petition seeking directions to tackle the pollution.

A Division Bench comprising the Chief Justice of India NV Ramana, Justices DY Chandrachud and Surya Kant will continue hearing the matter today.
On Monday, based on the affidavit submitted by the Central Government, the Court said that "we have come to a conclusion that major culprits of air pollution are construction, industry, transport, power and vehicular traffic apart from stubble burning in some parts".
The bench also expressed dissatisfaction with the outcome of the meeting held by "The Commission for Air Quality Management in National Capital Region and Adjoining Areas" on Sunday pursuant to court's directions and noted that they were more like 'long term measures' instead of 'emergency steps' needed now. The court had then asked the Government of India to call for an emergency meeting on Tuesday and discuss the areas which it indicated to discuss the implementation process. The bench has also directed the Centre and the NCR states to introduce a "work from home" option for employees for some time.
On last Saturday, SG Tushar Mehta had previously told the court that as per statistics, farmers stubble burning contributed to less than 10% of the air pollution in Delhi. As a reply, the court observed that there are other significant contributor's to Delhi's current crisis, and at one point, the bench even commented that it has become a fashion these days to "bash farmers" for Delhi's air pollution.

CJI: What I’m observing is, as a judge & before as advocate General. bureaucracy has developed a sort of inertia. They don’t want to make a decision, they want only how to stop a vehicle etc this court has to do!

Bench: There are 100s flats allotted to govt employees, if 50-60 employees can travel in public transport system, it will make a difference.

J Kant: there are several govt localities in Delhi. At least from there, they can travel in public transport systems.

SG: WFH from Delhi may have an implication in that place. Doing that in central offices will have pan india effect.

Bench: The figures regarding vehicles and what number can be cut etc hasn’t been mentioned.

CJI: In covid times you restricted entry to offices. You reduce the number, instead of 100 you say 50 can come.

CJI: Like Delhi said if you implement in other states, we will. They say there’s no point in banning vehicles etc unless other states do it. We expected the committee to take a call!
