Sibal refers to Affidavit dated 21st July 2025
Sibal: any intensive revision contrary to the scheme of the Act will be wrong
Sibal : it is a dangerous proposition to have a teacher in school appointed as the BLO to have this right (to consider citizenship)
Sibal: lets say it is fair, but what will the BLO do? he will say he is not a citizen? can he do ? that will exclude him from all the benefits in this country
SC explains that he can produce all the documents which is given in the list in the SC order
Sibal : those documents like passport etc, he will not be able to produce that is what Iam saying...these are very difficult procedural issues which are per say unreasonable
Sibal : but how will he produce documents of the father/mother ?
SC: they have to produce the illustrative documents
SC : we are not shutting you out on procedural unfairness, we are seeing if this is on normative plain
J Baghchi: he has to see if one of the parents are born before 1985 or between 1987-2003
Sibal : how is he going to determine that ? (BLO) he is a teacher in a school
J Baghchi: let us see the rules on a normative plain
