The Delhi High Court has recently directed the Delhi Government to frame a policy for grant of compensation to those who have lost their life and limbs due to accidents from the sale of banned Chinese manjha in the national capital.

“The State Government is directed to frame the policy and file it in Court within a period of eight weeks from today,” Justice Subramonium Prasad said.

The court said that though judicial orders have been passed under Section 144 of Cr.P.C, it is pained to note that a number of persons are losing their life and limbs because of Chinese Manjha year after year.

Justice Prasad directed the Delhi Police to file a latest status report showing the action taken against those who are manufacturing and selling Chinese Manjha from the year 2017 to 2024.

The matter will now be heard on August 23.

The court was dealing with a bunch of pleas highlighting the menace of manufacturing and sale Chinese manjha for kite flying in Delhi.

Earlier, the Delhi Police in its status reports said that continuous monitoring is being carried out in wholesale and retail markets along with Shop Owners' Associations to ensure that the sale of Chinese manjha is curbed to the maximum extent possible.

The court had directed the Delhi Police to continue taking steps to restrain the sale of Chinese manjha in Delhi during the Independence day season.

The petitions have been filed by kin of those who lost their family members after being injured due to use of the banned material. They have sought compensation from Delhi Government and also strict compliance of advisories and directions.

In August, 2022, a division bench had disposed of a public interest litigation seeking a complete ban on flying of kites as well as manufacturing, sale and storage of objects used in it.

The court had directed the Delhi Government to ensure strict compliance of the orders passed by it as well as NGT banning sale of Chinese synthetic manjha.
