Delhi High Court Hears PIL Alleging Excessive Force By Police During CJP's 'Sansad Chalo' March [LIVE UPDATES]

Sankarnarayan: Lets not be scared to name our thugs in uniform. He slaps her across the face. They were in charge to protect us.

Sankarnarayan: I have gone to about 130 videos, we have them verified, why videos are relevant because large no of people who were not wearing police uniforms, even those who were wearing didnt have badges. Videos show DCP Sandeep Lamba slapping a woman who was doing nothing.

Hariharan: We are asking for preservation of cctv footage, videography, pcr logs, orders for use of force, tear gas, batons etc. which were used as they were cattles. We also want high level inquiry.

Hariharan refers to prayers: We are seeking setting up of SIT or any independent agency to inquire into incidents. And we cant have Delhi Police investigating this when we say they used excessive force. Those who are identifiable, there are policemen who were molesting women, beating them on private parts. It is so ghastly.

Hariharan: Not saying that those who caused injuries to policemen should be left. But more than 90 students injured. Number is growing. Some kind of directions should be passed as to what is code of conduct that law enforcement agency has to maintain in such situation. We are also asking for preservation pf all materials, including CCTV footage, videos, directions by which police acted rtc.

Hariharan: Where you have beaten black and blue, ladies in protest harassed. Atleast identifiable policemen, against them FIRs should be there. It is all in videos. An enquiry be made into entire incident.

Hariharan: In colonial times also these were basis necessities to be adhered to. Kind of force used, many judgments to say it should be proportionate to cause. It cant be you are using it on protesters just for being there. It has gone down to thar extent. It is retributive in nature. They were unarmed people.

Hariharan: The proclamation was also not there in place. No circular, that people are not allowed to assemble. In such situation, if at all its their case that crowd turned unmanageable, there is manner in which it is to be dealt with. No single incident that they gave warning that please disperse otherwise force would be used against you.

Court: We will watch videos later. Please make submissions. You are asking us to watch to assert a point that use of force was excessive.

Hariharan: Police authorities may have situation where they can regulate the crowd. Object of assembly was legal object- grievances against NEET exam. And they had right to do so.
