An interesting instance presented itself before the Kerala High Court on Saturday, resulting in the Court requiring the police to consider the complaint of a resident of the Thrissur district alleging the "movement of a mysterious figure during night hours".

The Division Bench noted that there were a number of people in the areas falling within the territorial limits of three police stations, who were violating the lock down restrictions under the guise of pursuing this mysterious figure. The court observed that some arrests were also made, of persons who were found moving around during night hours and thereby violating the restriction orders in force.

The bench also took on record the statement of the police authorities as regards the investigation that has already been conducted pursuant to the complaints received from persons in the locality. The said investigations did not yield any clue regarding the identity of the mysterious person.

However, in view of the submission of the Counsel for the petitioner that, even recently, there have been sightings of the mysterious figure, the Court deemed it appropriate to direct the concerned District Police Chief to consider and pass orders on the complaint within two weeks, disposing off the petition.
