'Sorry State Of Affairs': MP High Court Seeks Explanation From Bhind Municipal Council For Non-Payment Of Contractor Dues Since 2014

The Madhya Pradesh High Court has expressed serious concern with the Municipal Council of Bhind over non-payment to a contractor for the works executed between 2014 and 2017, terming the situation a 'sorry state of affairs'.

The Court was hearing a writ petition filed by Ramkumar Mishra against the Bhind Municipal Council. 

Counsel for the petitioner referred to a letter issued by the Chief Municipal Officer in February 2026, which acknowledged the dues claimed by the Petitioner but stated that same could not be cleared due to paucity of funds. The letter further mentioned that the amount would be paid as and when funds become available. 

Taking note of the submission, the division bench of Justice Anand Pathak and Justice Anil Verma observed;

"The facts, if are correct, then, it depicts sorry state of affairs". 

It further directed the Chief Municipal Officer as well as President of Municipal Council to file affidavits about the particulars of different payments made to different people between 2014 till date, so as to verify the facts as mentioned by the CMO in it's letter.

The case was listed for March 10, 2026.
