The Delhi High Court has issued notice on a plea seeking construction of a functional storm water drainage system along the National Highway-48 stretch between Mahipalpur and Rangpuri Village, a route frequently affected by severe waterlogging during the monsoon.
A division bench of Justice Prathiba M. Singh and Justice Manmeet Pritam Singh Arora sought response of the authorities, noting the “importance of the location of the area” being near the Indira Gandhi International Airport and being the access road to the Gurugram area.
The Bench directed the Special Task Force, constituted in the Ravinder Yadav v. Govt. of NCT of Delhi & Ors., to convene a specific meeting to examine the feasibility of construction of the storm water drain to prevent water-logging in the area and submit a report after consulting all relevant stakeholders.
The meeting has been directed to be supervised by Delhi Government's Chief Secretary. The stakeholders include Municipal Corporation of Delhi, Delhi Development Authority, National Highways Authority of India, Delhi Jal Board, Delhi Metro Rail Corporation and Public Works Department and if required with the GMR Group.
The petition has been filed by Social Jurist, A Civil Rights Group. The petitioner placed photographs on record depicting extensive waterlogging during the rainy season in the area.
Taking note of the significance of the location, the Court observed that the affected stretch is situated near the Indira Gandhi International Airport and serves as an important access road to Gurugram.
The Court directed that the first meeting be held between August 03 and August 07. It observed that multiple meetings may be conducted thereafter so that a comprehensive proposal can be placed before the Court through a status report by the next date of hearing on September 18.
