    On 26th March, 2021, Mr. Justice Rajan Gupta, Judge, Punjab & Haryana High Court and Executive Chairman, Haryana State Legal Services Authority has launched a COVID Awareness Project across the State of Haryana. Title of project "Arrest the disease-wear a mask, don't go close, cover your nose" authored by Mr. Justice Rajan Gupta signifies awareness against covid and to inculcate mask etiquette amongst the citizens. Project is with objective to promote public awareness at large regarding vaccination against covid and health protocols such as social distancing wearing of mask, sanitization of hands etc.  

    The project was launched along with Shri Baldev Raj Mahajan, Advocate General, Haryana, Shri Rajeev Arora, IAS, Additional Chief Secretary to Government, Haryana, Home Department, Shri K. Selvaraj, IPS (Retd.), Director General of Prisons, Haryana and Shri Parmod Goyal, Member Secretary, Haryana State Legal Services Authority.

    During launch of project, Lordship has stated that in view of surge in COVID infected cases in last few days, it is utmost significant to make public aware about health protocols in association with State Administration. Lordship has emphasized upon the involvement of credible NGOs and public agencies for creating awareness at large scale and manufacturing masks for free of cost to distribute the needy persons.

    Haryana State Legal Services Authority for the past one year has been doing lot of work for prevention of COVID-19.   HALSA through DLSAs extended help to 3,50,000 migrants regarding transit and food in coordination with District Administration & NGOs; more than 4000 awareness progarmmes were conducted for creating awareness regarding COVID wherein more than 4,40,000 persons were made aware; 2,00,000 mask & sanitizers were distributed; 2700 were provided medical assistance; more than 20000 Sanitary napkins were distributed; 8121 were assisted with shelter etc.

    However, with second wave is coming, it has become imperative to launch a more focused campaign for prevention and vaccination against COVID-19.   The main objectives of the project are as under:

    • To sensitize public at large about COVID-19 and various problems related to it
    • To join hands with NGOs in creating awareness, mask making and distribution of masks for free to the needy persons
    • To collaborate with District Administration/public agencies to reach each and every person living in ar-flung areas and make them aware about COVID-19 and provide relief to needy under government welfare schemes
    • Maximum public awareness by using effective and creative modes of awareness to inculcate preventive protocols i.e. wearing of masks, sanitization of hands and social distancing etc. Amongst all the citizens.

    The said project will be undertaken across the State in coordination with Health Department, Haryana with an aim to inform public about vaccination drive, to clear misgivings about COVID vaccination and to promote volunteer vaccination.   All the District Legal Services Authorities of Haryana in collaboration with District Administration shall create awareness regarding mask etiquettes amongst the general masses and ensure benefits of State Schemes meant for needy persons hit by pandemic.   The District Legal Services Authorities shall ensure that all eligible persons would be connected with the financial scheme launched by Haryana Government for economically weaker sections of the society and other benefits/rights as per their entitlement.  

    DLSAs shall also undertake mask making with the help of jail authorities, NGOs and volunteers and distribute these masks to the needy persons for free of cost and also educate them need to wear mask rightly and to take all preventive steps such as wearing of mask, social distancing, hand sanitization etc.

    Under this project, awareness campaigns and drives shall be carried out at religious and public places such as schools, colleges, malls as well as courts, civil secretariats etc. to educate people and litigants about use of mask and other preventive protocols. The District Legal Services Authorities shall also set up help desk at various places in association with Saksham Yuva to ensure proper usage of mask. These awareness campaigns will be organized with the help of Police and Civil authorities.   Different modes of awareness will be adopted by the District Legal Services Authorities such as cycle rallies at District/Sub-Divisional level, preparation of animated videos on mask awareness, distribution of pamphlets/ brochures etc. for successful implementation of the Project.

    Awareness drives shall also take place in schools and colleges through Legal Literacy Clubs to reach the maximum students/teachers to make them aware on COVID-19 and various aspects associated with it.
