DSLSA Organises Special Traffic Lok Adalat And Launches Digital Lok Adalat Application In Delhi

Under the able stewardship and guidance of Justice V.Kameswar Rao, Judge, High Court of Delhi & Executive Chairperson, DSLSA, and Sh. Rajeev Bansal, Ld. Member Secretary DSLSA, a Special Lok Adalat exclusively for traffic challans in all Delhi District Court Complexes was organized by Delhi State Legal Services Authority on 14th February, 2026. Lok Adalats benches for electricity matters have also been constituted in Permanent Lok Adalats (PLAs) Complexes.In the National Lok Adalats which are held four times a year, 1,80,000 challans are downloaded and in Special Traffic Lok Adalats which DSLSA has recently initiated pursuant to recommendations of the Committee headed Justice Prateek Jalan, Judge, High Court of Delhi, 2,00,000 challans are downloaded. Approximately, 1,30,000 traffic challans are being disposed of in every Lok Adalat. The challans are downloaded by the public from Delhi Traffic Police Portal, and disposal status is updated manually as of now, both on the Delhi Traffic Police Portal and Virtual Code Portal by the DSLSA staff, which is a tedious and time-consuming process, often taking more than a month and a half. A citizen who gets his challan settled in Lok Adalat has a legitimate expectation that it is reflected as disposed off in the courts system immediately, which the existing mechanism does not allow.Considering the huge volume of traffic challans, the process itself has to be made easy and transparent for the public as well for the Lok Adalat benches and staff.“Digital Lok Adalat” application was e-inaugurated by Justice V. Kameswar Rao, Judge, High Court of Delhi and Executive Chairperson on 13th February, 2026 to address the massive pendency of more than 2.5 crores traffic challans in Delhi. The said Digital Lok Adalat application was tested on Pilot basis in all the Delhi District Courts Complex to eliminate duplication of work, to reduce manual effort, enabling seamless functioning of Lok Adalats. A unified database for downloading, disposal as well as updation in respect of Traffic Challans settled in Lok Adalat.2. Ease of functioning by use of barcode scanners for taking up the challans for disposal.3. Real time updation on Delhi Traffic Police Portal, and data integration through API on the Virtual Court Portal.4. Parallel updation of mobile phone numbers on Vahan Portal, and SMS notification regarding disposal on the registered mobile numbers. The Digital Lok Adalat portal has been a collaborative effort of DSLSA, Government of NCT of Delhi, National Informatics centre and Delhi Traffic Police.In today's Special Lok Adalat, Sh. Gurvinder Pal Singh, Ld. Principal District & Sessions Judge, South District Courts Complex; Ms. Nivedita Anil Sharma, Ld. Principal District & Sessions Judge, South East District Courts Complex alongwith Sh. Rajeev Bansal, Ld. Member Secretary, DSLSA supervised overall arrangements for litigants and also visited the Lok Adalat Benches at Saket District Court to observe their functioning. They also interacted with the litigants to know about their cases and difficulties, if any.During today's Special Lok Adalat, Ms. Tanvi Khurana, Ld. Special Secretary, DSLSA personally visited Patiala House Courts to oversee the arrangements at New Delhi District. Sh. Abhinav Pandey, Ld. Additional Secretary visited Karkardooma Courts Complex and Tis Hazari Courts Complex to oversee the arrangements at East, North East, Shahdara, Central and West Districts; Ms. Bharti Garg, Ld. Secretary (Litigation) visited Rohini Courts Complex to oversee the arrangements at North and North West Districts and Ms. Swati Bhardwaj, Secretary (Legal Aid) visited Dwarka Courts Complex to oversee the arrangements at South West District. They took a tour of the Court Complexes, interacted with the Judicial Officers presiding over most of the Lok Adalat benches. They also engaged with litigants to understand their cases and any issues they encountered.DSLSA expects this initiative to improve the quality of justice delivery services for the citizens of Delhi, by addressing the issue of large pendency of traffic challans as well as delay in updating the status of disposal.Citizens across Delhi actively participated in the Special Lok Adalat and widely praised the ease of disposal as compared to long queues usually in Lok Adalats for disposal and receipts. The public was appreciative of the real time updation on Delhi Traffic police portal and confirmation SMS received on their personal mobile numbers, eliminating the requirement of any further follow up on their behalf.
