'Ordinary Policemen Directing Content Take Down': Kunal Kamra Tells Bombay High Court In Plea Against IT Rules Amendment, SAHYOG Portal

Comedian Kunal Kamra has claimed before the Bombay High Court that the situation due Centre's Sahyog Portal, which was introduced vide 2025 amendment to the IT Rules, is such that even an ordinary policeman is ordering takedown of content which they think is "objectionable."
Kamra has filed a petition challenging the constitutional validity of the SAHYOG Portal and the 2025 amendment to Rule 3(1)(d) of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules 2021.
During the hearing today, senior advocate N Seervai appearing for Kamra submitted before division bench of Chief Justice Shree Chandrashekhar and Justice Gautam Ankhad that there were thousands of such instances wherein policemen are asking people to take down their content.
"A recent instance of a post was asked to be taken down just because it was on a Chief Minister's visit to Davos. The policeman said that content was objectionable but how can that be objectionable at all?" the counsel submitted.
Seervai further informed the judges that while the present petition was pending, the Central Government has amended the Rules further.
He further informed the bench that the Union of India has not yet filed their reply to the petition, despite being served some months ago.
The bench has now granted one week's time to the petitioner to amend the plea (in light of the new amendment). It further granted two weeks' time to the Central government to reply to the same.
