High Court Seeks Delhi Police’s Response On Procedure For Verifying, Uploading Data Of Proclaimed Offenders On Web Portal

The Delhi High Court has sought response of the Delhi Police regarding the procedure to be adopted for verification and uploading of data of proclaimed offenders and proclaimed persons on an online user-friendly portal.Justice Amit Bansal noted that a clarification was required from the court as to which agency is responsible for uploading the data on the online portal and also for complying with the directions of a predecessor bench for implementing the said project. “As per the minutes of the aforesaid meeting, a clarification is required from this Court as to the agency who will comply with the aforesaid direction. Let a brief report be filed by the DCP (Legal Division), Delhi Police with regard to the procedure to be adopted for verification and uploading the aforesaid data,” the court said. In May, now retired Justice Talwant Singh had directed that the Delhi Police shall be responsible for uploading the data. However, Senior Advocate Arun Mohan appearing as Amicus Curiae submitted that there was some ambiguity noticed in the meeting of the Court-appointed-Committee as to which agency was responsible for uploading the data of proclaimed offenders or proclaimed persons. The matter will now be heard on December 06. Justice Talwant Singh had directed the National Informatics Centre (NIC) to develop the necessary software and provide requisite infrastructure, web space and search facilities for the data, for implementing the project.The court had ordered that the same be done under the guidance of a court-appointed monitoring committee which is chaired by Principal District and Sessions Judge (Headquarter). The Director/In-charge of Inter-Operational Criminal Justice System (ICJS) was also directed to also coordinate with the monitoring committee and ensure that all possible technical and tactical support is provided for the project.Case Title: NEETU SINGH v.
