The Delhi High Court has directed the Delhi Government to organise a live demonstration of the “Delhi ICU Beds Saarthi” application and the NextGen e-Hospital Management Information System (HMIS), a platform designed to digitize healthcare workflows.
A division bench comprising Justice Prathiba M Singh and Justice Manmeet Pritam Singh Arora directed that at least two competent officials from any of the 38 hospitals in which the system has been implemented must provide assistance as regarding any shortcomings in the implementation of the HMIS platform.
The Court was hearing a batch of matters concerning healthcare infrastructure and public health facilities in the national capital.
The Court was informed through an affidavit filed by the Deputy Secretary of Delhi Government's Health and Family Welfare department that the NextGen e-Hospital Management Information System has already been implemented in 38 hospitals across Delhi.
The government also submitted that 14 modules under the platform have been deployed, including systems relating to out-patient departments, in-patient departments, medical records, laboratory services and radiology services.
The Bench noted the submission that real-time data concerning emergency ICU beds across Delhi hospitals is available through the “Delhi ICU Beds Saarthi” mobile application, which is presently functional and undergoing further upgradation.
Taking note of the developments, the Court directed authorities to conduct a live demonstration of both systems on the next date of hearing.
“Let a live demo be organized for the Court, of both the NextGen e-Hospital Management Information System and the daily 'ICU Beds Saarthi' application by a concerned competent official on the next date of hearing,” it ordered.
Further, the Court took note of a note circulated by the Amicus Curiae flagging serious issues at the Delhi State Cancer Institute and that certain equipment was allegedly lying unused.
On this, the Bench said that the main reason for non-utilization of the equipment appeared to be the lack of trained staff.
It asked any senior official looking after the administration of the Delhi State Cancer Institute to also join the proceedings on the next date of hearing.
The matter will now be heard on July 03.
