The Delhi High Court has denied anticipatory bail to a man accused of impersonating a civil servant and even a judge of the Patna High Court to obtain sensitive and confidential information from various senior authorities.

Justice Girish Kathpalia expressed surprise over the Police's failure to arrest him, despite repeated rejection of his bail pleas up to the Supreme Court.

The Court observed that the allegations against the accused, one Manoj Kumar Jha, coupled with him being a habitual offender and the absence of any change in circumstances after the Supreme Court declined him relief, disentitled him from the grant of anticipatory bail.

The FIR was registered at Parliament Street Police Station for the offences under Sections 204, 337 and 340(2) of the Bharatiya Nyaya Sanhita (BNS).

According to the Delhi Police, Jha impersonated a civil servant and sought to procure sensitive confidential information from senior authorities. He was also alleged to have posed as a judge of the Patna High Court.

Seeking anticipatory bail, Jha argued that although his earlier anticipatory bail applications were dismissed in 2024 and 2025 and his Special Leave Petition was rejected by the Supreme Court on September 8, 2025, the investigating agency did not arrest him.

He contended that such conduct itself showed that his custodial interrogation was unnecessary.

The APP appearing for the State expressed anguish that despite the Supreme Court having found it not a fit case to grant anticipatory bail, the police did not take any action to arrest Jha.

Dismissing the bail plea, the Court noted that Jha was involved in several FIRs alleging offences including impersonation, cheating, forgery and related crimes registered in Haryana, Bihar, Punjab, Chandigarh and by the CBI.

In the CBI case, he was accused of cheating a person of Ra. 80 lakh by posing as the Chairman of the National Highways Authority of India, with the investigation allegedly leading to recovery of 200 SIM cards.

As Justice Kathpalia denied him relief, he expressed surprised by the fact that despite dismissal of repeated anticipatory bail applications till the Supreme Court, the local police appear took no steps at all to arrest Jha.

As per the Court, such conduct conveyed an impression that Jha was “being helped and there was something more that meets the eye.

“That being so, copy of this order be sent to the concerned Deputy Commissioner of Police through the learned Senior Standing Counsel for information and necessary action,” the Court said.
