Appointment Of Mizoram State Human Rights Commission Chairperson, Members Under Process: State Tells Gauhati High Court

The Gauhati High Court's Aizawl Bench was recently informed that the appointment of the Chairperson and members of the Mizoram State Human Rights Commission is under process and that the requisite notification would be issued after obtaining the Governor's approval.
A division bench of Justice Nelson Sailo and Justice Shamima Jahan was hearing a PIL seeking directions to the State of Mizoram to constitute the State Human Rights Commission in terms of the Protection of Human Rights Act, 1993.
At the outset, Government Advocate Vanneihsiami submitted that the State respondents had filed an additional affidavit on June 29, 2026, in compliance with the Court's earlier order dated June 24, 2026. Referring to the affidavit, she informed the Court that steps had been taken to recruit a driver for the State Human Rights Commission.
She further submitted:
"The appointment of the Chairperson and members of the Commission is under process and an appropriate notification will be issued after obtaining the approval of the Governor."
The State also informed the Court that the Finance Department had allocated ₹395.72 lakh to the Commission towards salaries, wages and office expenses. In addition, ₹18.83 lakh had been earmarked for the repair and renovation of the Urban Resource Centre, UD&PA, which would serve as the temporary accommodation for the Mizoram State Human Rights Commission.
When the bench specifically asked whether the notification regarding the appointment of the Chairperson and members had received the Governor's approval, the Government Advocate stated that she had not received any updated instructions on the issue.
Recording the submission, the Court observed:
"It is seen that the affidavit was filed on 29.06.2026 and we are in the middle of the month of July, 2026, now and therefore some more updates would be required."
Accordingly, the Court granted the State a week's time to obtain updated instructions and listed the matter for further hearing on July 22, 2026.
