The Gauhati High Court Legal Services Committee recently (August 21) notified a dedicated panel for handling the death reference matters and appeals against death sentence.

The Panel comprises of the following Senior Advocates:

1. Senior Advocate Kamal Agarwal
2. Senior Advocate Anup Kumar Das
3. Senior Advocate Z. Kamar

The said notification has been issued in compliance with the directions issued by the Supreme Court vide order dated April 27, 2026 passed in Criminal Appeal Nos. 2351-2352 of 2026 (Aman Singh & Anr. v. State of Bihar), and having regard to the norms laid down by the Supreme Court in the judgment dated December 18, 2019 passed in Criminal Appeal Nos. 62-63 of 2014 (Anokhilal v. State of Madhya Pradesh).

“The Dedicated Panel shall function under the aegis of the Gauhati High Court Legal Services Committee (GHCLSC) and shall be responsible for providing effective legal representation in Death Reference matters, in accordance with the directions of the Hon'ble Supreme Court and the applicable rules, regulations and guidelines governing legal services,” the Notification read.

It further stated that the constitution of the Dedicated Panel shall remain subject to review, modification or reconstitution by the Gauhati High Court Legal Services Committee, as may be considered necessary from time to time.
