At Least 45 Days Needed To Finalise Anti-Ragging Amendment Bill, State Tells Kerala High Court

The Kerala government on Wednesday (December 17) told the High Court that at least 45 days more would be needed to finalise the Kerala Prohibition of Ragging (Amendment) Bill, 2025.
The Division Bench of Chief Justice Nitin Jamdar and Justice C. Jayachandran was informed that a draft was vetted by the Law department with remarks on 15/12/2025 and it has now been returned to the administration department for further action as per the Rules of Business of the government of Kerala.
Further, it was told that the file has been circulated to the Chief Minister for approval and that upon approval, the draft will be placed before the Council of Minister. Thereafter, the necessary steps will be taken for publication of the Bill and presenting it before the Assembly for enactment, all of which would take at least 45 days.
Recording the same, the Court posted the matter for further consideration on January 6.
The Court was considering a PIL moved by KeLSA (Kerala State Legal Service Authority), seeking stronger laws to combat the menace of ragging within educational institutions.
In an earlier interim order dated 30.10.2025, the Court had asked the State government to complete within four weeks, all steps to be fulfilled before tabling the Anti-Ragging Amendment Bill before the State legislature.
When the matter had come up last week (December 10), the Court was told by the government pleader that the draft bill is currently with the Law Department and will be placed before the Council of Ministers once it is received.
The Court had also asked the Law Secretary to appear online in case there is more delay in completing the procedural formalities. Complying with the same, the Law Secretary had joined the proceedings through video conferencing yesterday.
