Info On Filing Of Bail Pleas Is Seamlessly Reaching Police Stations Who Are Uploading Case Diaries: Addl DGP SCRB Tells Madhya Pradesh HC

In a matter concerning seamless requisitioning and transmission of Case Diaries, the Indore Bench of Madhya Pradesh High Court directed its Registrar IT in consultation with the Additional Director General of Police, State Crime Record Bureau to prepare project report and submit before the court's Computerization Committee within 15 days.
In its last order dated January 23, the Superintendent of Police of four districts informed the court that as per the present system of communication, the requisition of case diaries is forwarded through Radio/Wireless Message or Whatsapp Message to a Nodal Officer of the District, who further communicates the message to concerned police station. Sometimes, the communication gets delayed or missing. The SPs suggested that if the message is communicated through the CCTNS System, it will increase the efficiency and ease of working for the concerned SHO. It was further suggested that the e-Rakshak App of the M.P. Police is yet to be configured for all the SHOs'. In the later stage, an 'Alert' may also be forwarded on e-Rakshak App. It will facilitate prompt remittance of case diaries on requisition from the High Court.
Thereafter, the court had asked its Registrar IT and the ADGP, SCRB to appear in the matter on the next date along with the concerned Superintendents of Police of the four districts to explain steps taken in furtherance of the court's earlier directions issued in September 2024 in another matter.
During the hearing on January 30, the ADGP SCRB Chanchal Shekhar informed Justice Sanjeev S Kalgaonkar that the sharing of A.P.I.s (Application Programming Interface) between the High Court and the CCTNS (Crime and Criminal Tracking Network & Systems) has been successful in the trial run.
The court was told that the information with regard to filing of petition under BNSS Sections 482 (Direction for grant of bail to person apprehending arrest), 483 (Special powers of High Court or Court of Session regarding bail) and 528 (Saving of inherent powers of High Court) is "reaching seamlessly" to the concerned police stations who are uploading case diaries in most of the matters.
Further, the Registrar IT informed that a dashboard with regard to requisition and uploading of case diary has been prepared facilitating supervision of the process.
The Superintendents of Police flagged "minor issues" relating to the data size permissible under CCTNS for uploading of documents and the time window available for uploading of case diaries after receipt of the intimation. The court said that the Technical Teams of high court and SCRB shall address these issues to make the system efficient and seamless.
It was also suggested that an 'Alert' may be provided on e-Rakshak App to the Superintendent of Police of concerned District and the S.H.O. of concerned police station with regard to requisition of case diaries.
The Additional DGP submitted that CCTNS (Crime and Criminal Tracking Network & Systems) has been migrated on cloud. However, there are certain issues with regard to VPN (Virtual Private Network) connectivity to facilitate 'Alert' on e-Rakshak App. The Additional DGP assured to take up the matter with M.P. State Electronics Development Corporation Ltd, to facilitate VPN connectivity for e-Rakshak.
Thus, after hearing the suggestions and steps taken to facilitate seamless requisitioning and transmission of case diaries, the Court closed the matter with the following directions:
- The Registrar I.T.-C.S.A in consultation with the ADGP (S.C.R.B.) shall prepare project report and submit before the Computerization Committee of High Court of Madhya Pradesh at the earliest, preferably within 15 days.
- If further test run is required, it may be taken up for requisition and uploading of case diaries for this Court.
- The Commissioner of Police, Indore and the Superintendents of Police are expected to supervise the test run for online requisition and uploading of case diaries within their jurisdiction.
- The State Government is expected to provide adequate bandwidth and seamless network at every police station.
