MP Inbadurai Moves Madras High Court Over Alleged Delay In Registering FIR Against Minister KN Nehru Despite HC Order

Rajya Sabha MP Inbadurai has approached the Madras High Court seeking action against IPS officer AT Durai Kumar (In-Charge Director of Directorate for Vigilance and Anti-Corruption) for alleged wilful disobedience of a High Court order directing DVAC to register a case against Minister KN Nehru and others in connection with a cash for job scam. It may be noted that on February 20, the High Court bench of Chief Justice Manindra Mohan Shrivastava and Justice G Arul Murugan had directed the Tamil Nadu DVAC to register a case based on the materials shared by the Enforcement Directorate. The Court had also criticised the delay on the part of the State in proceeding with the investigation even after the ED had shared materials, which prima facie showed the commission of an offence. The court noted that in cases involving such sensitive issues, the State should have acted diligently and registered a case without delay. Inbadurai states that on December 13, 2025, he had submitted a detailed representation to the Director of DVAC seeking immediate registration of FIR against Minister Nehru and other persons under Section 66(2) of the Prevention of Money Laundering Act 2002. He pointed out that since no FIR had been registered, he had approached the court, which then directed the DVAC to register cases. Inbadurai states that following the court's order, his representation was received and acknowledged on February 25, 2026. However, he argued that despite such acknowledgement and specific direction of the court, the DVAC had failed to take any effective steps to implement the order in its true letter and spirit. Inbadurai states that this continued inaction on the part of the authority amounted to wilful disobedience of the court order and amounted to civil contempt. He states that the authority is deliberately not registering against the Minister under extraneous considerations and political influence, thereby defeating the purpose of the order. Thus, arguing that essential ingredient of civil contempt has been made ought, Inbadurai has sought to punish the Director in charge of DVAC for wilful disobedience of court order.
