Rajasthan High Court Expresses Dissatisfaction Over City Cleanliness, Says Fines May Be Imposed On Citizens For Improper Garbage Disposal

The Rajasthan High Court has expressed dissatisfaction over the performance of the Municipal Corporation relating to the cleaning of the city, and suggested steps that should to be undertaken including imposition of fine on citizens who did not perform their duties of getting the garbage removed from their particular area. The division bench of Acting Chief Justice Sanjeev Prakash Sharma and Justice Shubha Mehta was hearing a petition that contended that as opposed to around 8000 Safai Karamcharis recruited by the Municipal Corporation, very few were working on the ground level. It was alleged that most were posted either in the offices or used for services other than cleaning. Hence, it was hampering the appropriate cleaning work in the city. On the contrary, counsel for the Municipal Corporation stated that she had the attendance register reflecting the attendance of Safai Karamcharis in their respective offices. Time was sought to place the same on record. The Court directed the counsel to provide ward-wise details of the Safai Karamcharis, who were actually performing cleaning work, along with an affidavit regarding such number of Safai Karamcharis who were assigned duties other than that of cleaning.Further, while expressing dissatisfaction over the cleaning situation, the Court held that the Municipal Corporation was expected to take material steps for removal of solid waste, sweeping streets and roads, cleaning drains and removal of garbage. “Large size of garbage dumping boxes should be installed at all residential colonies and they should be cleaned up everyday in the morning and time schedule should be laid down for the said purpose for removing the garbage from each residential colonies. Similarly in the market area too, the garbage cleaning should be done on scheduled time with due information to the concerned residents/shopkeepers of that area, who would be responsible to get the garbage at that particular point where the garbage wings are located.”The Court also said that fine should be imposed of citizens not performing their duty of garbage removal from their area. While directing filing of report in this regard before the Court on the next date, the matter was listed for March 18, 2026.
