Rajasthan High Court Appoints Administrator To Hold Elections To State Cricket Association Within 3 Months, Summons Co-Op Society Registrar

Rajasthan High Court has suspended the ad-hoc committee constituted by the state government for conducting elections of the Managing Committee of the Rajasthan Cricket Association (“RCA”) and set aside the government's order extending its tenure.
This came in the background of no explanation being furnished by the Registrar, Cooperatives Society, Rajasthan, regarding committee's failure to conduct the elections in a timely manner.
The division bench of Acting Chief Justice Sanjeev Prakash Sharma and Justice Maneesh Sharma has appointed Mr. Bhaskar A. Sawant, Additional Chief Secretary, Home Department, Government of Rajasthan, to act as Administrator for the RCA.
The Court has directed the Administrator to declare the schedule of elections and inform the Court before the next date, and further to personally make sure that the elections were concluded within a period of 3 months.
For context, the Court was hearing a petition that had challenged inaction on part of the government in conducting the elections. In the previous order, the Court asked the Registrar to explain the steps that were taken against the Ad-Hoc committee members who did not conduct the elections earlier and whether they were removed from the concerned District Cricket Association.
Despite such order, no response was received from the concerned official. Rather, an order was passed under the Rajasthan Sports (Registration, Recognition and Regulation of Associations) Act, 2005, wherein the tenure of the ad-hoc committee was extended with same directions as earlier, i.e. to conduct the elections within 3 months.
"In the aforesaid order dated 27.04.2026 as quoted hereinabove, we had directed the Registrar to explain as to what steps have been taken against the Members of the Ad-hoc Committee for not conducting the elections, however, he has failed to comply with the orders passed by this Court. We direct the Registrar, Cooperative Societies, Rajasthan to remain present in the Court on the next date and explain as to why contempt proceedings should not be initiated against him".
Further, the ad-hoc committee was suspended, and Bhaskar A. Sawant, Additional Chief Secretary Home Department, was appointed as the administrator of the RCA, with the aforementioned directions. He shall personally make it sure that elections of the Managing Committee of the Rajasthan Cricket Association are conducted and concluded within a period of three months henceforth, the court said asking the officer to declare the schedule of elections too and inform this Court before the next date.
The Court stated that all the District Cricket Associations shall be answerable to and remain under the overall supervision and control of the Administrator till the regular committee was formed.
