'Allegations Lack Hallmark Of Terrorism': Delhi Court Orders Supply Of FIR Over AI Summit Protest To Indian Youth Congress Chief

A Delhi Court on Tuesday directed the Delhi Police to supply to the Indian Youth Congress (IYC) President Uday Bhanu Chib the copy of FIR registered in relation to the shirtless protest at the recent India AI Impact Summit at Bharat Mandapam.
Judicial Magistrate First Class Ravi of Patiala House Courts observed that denial of FIR copy violates statutory mandate under Section 230 of BNSS and constitutional safeguards under Articles 21 and 22 of the Constitution of India.
The judge said that the allegations stem from a symbolic, protest at Bharat Mandapam, “lacking hallmarks of terrorism or insurgency.” Thus, it does not qualify as sensitive, IO's claim is untenable, the Court said.
The Court passed the order on an application filed by Chib seeking copy of the FIR along with necessary documents. Allowing the same, the Court said that Section 230 of BNSS mandates that in cases instituted on police report, the copy of the FIR be funished to the accused.
This provision, as per the judge, ensures transparency and fair trial, and is not discretionary but obligatory to enable effective defence.
“Applicant cannot prepare bail/defence without foundational document, causing irreparable prejudice. Supply poses no investigation risk, especially post-transfer to Crime Branch,” the Court said.
Notably, Chib has been remanded today by the Court to four days of police custody in the matter.
The judge had allowed the application moved by the IO partly and remanded Chib to police custody for four days commencing from today till February 28.
The AI Impact Summit 2026 began on February 16. Various persons were arrested after the accused wore T-shirts bearing images of Prime Minister Narendra Modi and US President Donald Trump, with slogans against the government and the India-US trade deal.
