    In a concerted effort to align with the directives laid down by the Supreme Court of India, the Bihar State Legal Services Authority (BSLSA) orchestrated a comprehensive meeting on April 23, 2024.

    The meeting brought together all Jail Superintendents from Central, District, and Sub-Jails across the state. The primary objective was to ensure the resolute implementation of the court's orders regarding the prompt execution of bail grants, as encapsulated in the Miscellaneous Application No. 344/2024 in Crl.A. No. 630/2024 titled as “Laxman Ram Versus State Of Bihar”, whereby the Apex Court issued the following directions:-

    “ 6. ……………. The Member Secretaries of the State Legal Services Authorities shall call meeting, either physical or virtual, of all Jail Superintendents/Jail Officers in the jail after forwarding the necessary documents and a copy of this order to the Jail Superintendents. In the meeting, the Member Secretary shall emphasize the need to implement this order and to ensure that the orders of this Court granting bail are promptly implemented. It will be appropriate if the Member Secretaries of the Legal Services Authorities continuously monitor the implementation by the Jail Superintendents”.

    Ms. Shilpee Soniraj, Member Secretary of BSLSA, underscored the imperative need for the effective implementation of FASTER (Fast and Secured Transmission of Electronic Records) along with adherence to the stipulated timelines outlined in the Standard Operating Procedure (SOP) for the Faster Cell.

    The session witnessed a detailed presentation by Ms. Namita Jha, the Nodal Officer for FASTER from the Inspectorate of Prisons and Correctional Services, Government of Bihar. Ms. Jha delved into the intricacies of the Standard Operating Procedure (SOP) for the FASTER Cell, addressing each aspect comprehensively. The interactive nature of the session facilitated the resolution of various practical issues encountered in the implementation process.

    Ms. Dhriti Jasleen Sharma, Joint Secretary of BSLSA, further elaborated on the E-prisons portal, shedding light on its significance in the context of "Data for Legal Aid" and elucidating on various directives and guidelines pertinent to Jails and State/District Legal Services Authorities (SLSA/DLSAs).

    The session was adeptly moderated by Ms. Neha Niharika, Assistant Registrar of BSLSA, who ensured the smooth flow of discussions throughout the meeting.

    The meeting served as a platform for robust deliberations aimed at enhancing the efficacy of legal processes within the prison system, in alignment with the directives of the Hon'ble Supreme Court of India.
