    Observing that the capacity of Narco Analysis Test Facility is inadequate to meet the demands of national capital, the Delhi High Court has asked the Delhi Government to enhance the said capacity so as to ensure that there is no backlog.

    Justice Vipin Sanghi and Justice Jasmeet Singh directed the Delhi Government to file a status report before December 1, when the matter will be heard next.

    The Court was hearing a case wherein the narco analysis test of three suspected persons had been carried out in Delhi. 

    Earlier this year, the Court had expressed its dissatisfaction on the slow progress made by the Delhi Government for operationalizing the said facility. It had therefore directed the State to file a status report indicating capacity and the cadre strength of the facility.

    However, during the course of hearing on Thursday, the Court took note of the fact that the status report filed only indicated the cadre strength and not the capacity of the facility.

    Sanjay Lao, ASC for the State submitted before the Court that only one person could be subjected to Narco Analysis test in a day and that the hospital has fixed only one day in a week for carrying out the said test.

    "Considering the population of the NCT of Delhi, in our view the said capacity is highly inadequate to meet the needs of NCT of Delhi. The State should seek to enhance the capacity to carry out the Narco Analysis tests so that there is no backlog for the said test in Delhi. Let a further status report in this regard be filed before the next date," the Court ordered.

    "The status report should also indicate any further steps taken to investigate the disappearance of the person in question," it added.
