    In a measure to reduce the need for the physical presence in Court premises to prevent the spread of COVID-19 pandemic, the Manipur High Court has notified the procedure for e-filing and hearing of urgent cases through video conferencing via Vidyo app.

    The following procedure will be followed both in the High Court as well as all the District Courts in the state, until the threat subsides:

    • For listing of urgent matters, the counsels have been advised to submit a brief stating the nature of urgency to the Registry by email to hcmefiling@qmail.com.
    • In matters involving State Government, a copy of the urgent application has to be addressed to pphighcourtga@gmail.com and in matters involving Union Government and its departments, a copy of the same has to be addressed to sureshsarangthem@vahoo.com.
    • It has been clarified that no more than one request will be entertained in one e-mail; multiple requests in one e-mail will not be accepted.
    • The decision on the request for listing will be informed to the concerned Counsel/ Party-in-person through the same e-mail used for communication and in case permission is granted, the Counsel/Party-in-person shall send the copy of Petition/ Application/ Appeal/ Suit etc. through e-mail to hcmefting@gmail.com, and to the State/Union Government, as applicable.
    • To ensure easy uploading and downloading, the petition/application/suit, etc. has to be reduced up to 10-15 pages as far as practicable and only relevant annexures may be filed so as to reduce the volume.
    • The Counsel/Party-in-person will also give an undertaking that he will pay necessary court fee and any other requisite charges applicable after the Court resumes its function on regular basis.

    Procedure for Video Conferencing

    • After permission for urgent hearing is granted, the Counsel/Party-in-person/Government Counsel will be informed through e-mail and phone about the date and time of the proceedings.
    • The hearing will be conducted through video conferencing before the designated court on the time and date specified via Vidyo app; the URL/ link for the same will be intimated to the concerned via email/ SMS prior to the scheduled date.
    • The Counsel/Party-in-person has to ensure that the submissions before the video conferencing court are brief and concise.
    • Judicial orders will be uploaded in the portals of the High Court or District Courts, as applicable, and will also be communicated to the Counsel/ Party-in-person/Government Counsel through their e-mail and WhatsApp. In matters of bail, order will also be communicated to the Judges/Magistrates & Superintendents of the Jails concerned through e-mail or WhatsApp.
    • Formal attire and other courtroom etiquettes have to be ensured at all times.
