    A division bench of Justices Vipin Sanghi and Rekha Palli, remarked on a plea seeking ICU beds and the building of a Covid-19 facility for lawyers,

    "It's not about the lack of funding, but the lack of infrastructure."

    The bench further stated that this was a "complete failure of the State", as there was no medical infrastructure to support the creation of any new facility to fight the Covid-19 pandemic.
    Appearing in the matter, Chairman, Bar Council of Delhi, Sr. Adv. Ramesh Gupta, submitted that they were not seeking any financial assistance but merely attachment with a private hospital for ICU beds and a 100-bed facility in a hospital that was being constructed opposite Dwarka court.
    The Division Bench then emphasised that merely passing a paper order directing for a dedicated medical facility to be made available was not going to be enough.
    While the Court expressed its empathy on the prayer by the Chairman, Bar Council of Delhi, Sr. Adv. Ramesh Gupta, it said that it was dealing with these matters every day, and it had come to realize that the Covid-19 surge was a "war" and not a battle.
    Breaking down, he urged the Court to come to the help of the Bar, stating that, it would help greatly even if the Indian Army could be involved. "Help us in whatever way", he said.
