Issuing notice on a petition seeking directions to the Union and state of national capital territory of Delhi to ensure that all courts in Delhi upload daily orders online in a timely fashion, the bench of Chief Justice DN Patel and Justice Jasmeet Singh of the Delhi High Court today remarked, "We will keep our own house in order from next month."

The petitioner, Adv. Sanser Pal Singh, practicing in various courts in Delhi, stated that though the petitioner has personal interest in the case, being a practicing advocate concerned with the justice delivery system, "the petition has been filed in the interest of justice delivery system which is in the interest of public at large and there is no motive other than of public interest in the writ petition."
Referring to circulars by the Supreme Court, Delhi High Court, District and Sessions Judge (HQs) Delhi, the petitioner stated that he had approached various District Judges (HQs), seeking implementation of the circulars however no action was taken by any authority in the matter so far.
According to the 2010 Supreme Court circular, "upon pronouncement of any judgment/order in CAV matter, the same should be uploaded at the earliest and in any case within 48 hours of signing of judgment by Hon'ble Judges of the Court concerned."
The High Court circulars referred to by Singh from 2019 and 2020 also show concern about the uploading of judgments/orders on the website of the court, according to the petitioner.
Singh stated in his plea that due to this practice, not only do the lawyers "waste time but also money to inspect court files by (physically) visiting courts to study the daily orders. This also "wastes precious time of Hon'ble Courts", he added.
The court will next hear the matter on Apr 30.
