Dogs Maul Minor Boy To Death: Allahabad HC Proposes ₹10 Lakhs Compensation To Family, Seeks Lucknow Nagar Nigam's Reply

Dealing with a suo moto case regarding an incident wherein an eight-year-old boy was killed and his sister was severely injured after they were attacked by more than 20 stray dogs in Lucknow, the Allahabad High Court has asked the Lucknow Nagar Nigam to file an affidavit as to why a sum of Rs. 10,00,000/- may not be awarded to the family of the deceased child. The bench of Justice Devendra Kumar Upadhyaya and Justice Subhash Vidyarthi further asked the Lucknow Nagar Nigam to file a separate affidavit regarding the legal position and compliance thereof by Nagar Nigam for ensuring the safety of street dogs. The Nigam has been directed to clearly specify the steps which are being taken or which might have been taken in past not only to save the citizens of the city from the menace caused by the street dogs but also as to whether any measures for securing the safety of street dogs have been taken. The case in brief This incident was widely reported in the newspapers of Lucknow where some stray dogs not only attacked but killed a child of very tender age, but they had also seriously injured his sister. The Court took suo moto cognizance of the incident on April7, 2022, and it also directed the Chief Medical Officer to provide all medical assistance to the girl by keeping her admitted for treatment at King George Medical University. This Court had further directed that all possible medical treatment shall be given to the injured girl child without any charges.Read more about it here: Dogs Maul Minor Boy To Death In Lucknow: Allahabad High Court Registers Suo Moto Case On Menace Created By Stray Dog Pursuant to the Court's direction, the Registrar of K.G.M.U. filed an affidavit stating therein that the injured girl child had been provided appropriate treatment. To which, Advocate Mohd. Kumail Haider, who was appearing for the family members of the girl child, expressed his satisfaction about the treatment given to the girl child. On Friday, the Court also admitted an application seeking intervention in the suo moto PIL filed by by one Kamal Sharma through Advocate Amal Rastogi stating therein that the applicant had been associated with the welfare of animals and is a member of the Society for Prevention of Cruelty to Animals. Through the application, certain apprehensions have been expressed touching upon the welfare of the animals. Further, the District Magistrate, Lucknow informed the Court that sanction had been accorded to provide a sum of Rs.1,50,000/- to the family members of the deceased child from Lucknow Rifle Club. In view of this, the Court directed Advocate Haider (counsel appearing for family members of the deceased child) to provide all the requisite details of the bank account of the father of the deceased child to the Additional Advocate General Kuldeep Pati Tripathi so that the said amount could be transferred to them.The matter would now be next heard on August 30, 2022.
