GLC Thiruvananthapuram Alumnus Mohammed Hussain K.S. Empanelled as Joint Secretary (Legal & Treaties), MEA

An alumnus of Government Law College, Thiruvananthapuram, Mohammed Hussain K.S., currently serving as Legal Advisor at the Permanent Mission of India to the United Nations in Geneva, has been empanelled as Joint Secretary (Legal & Treaties) in the Ministry of External Affairs.Mr. Hussain holds a Bachelor of Law from Government Law College, Thiruvananthapuram, a Master of Laws from the School of Legal Studies, Cochin University, and an M.Phil. in International Law from the School of International Studies, Jawaharlal Nehru University.He began his career in international law as a Research Officer at the Indian Society of International Law before moving on to serve as Senior Legal Officer at the Asian–African Legal Consultative Organisation (AALCO), an intergovernmental body of 47 member states from Asia and Africa working towards the progressive development and codification of international law.An accomplished scholar, Mr. Hussain has published several research articles on environment and sustainable development, WTO, human rights, and related areas.Since joining the Ministry of External Affairs in 2011, he has played a significant role in India's engagement with international law. He was part of the Indian delegation in negotiations on several bilateral and multilateral instruments, including the BBNJ (Biodiversity Beyond National Jurisdiction) Agreement. He also contributed as a member of India's legal team in the India–Bangladesh maritime boundary arbitration and in work concerning the outer limits of the continental shelf.Mr. Hussain has also been actively involved in drafting key domestic legislation with international law implications, including the Maritime Anti-Piracy Act of 2022.
