The India Justice Report (IJR) will release a new study titled “Consumer Justice Report: Assessing Capacity of Redressal Commissions in India” on March 18, 2026, in New Delhi.

The report is described as a first-of-its-kind comprehensive examination of the institutional capacity of India's consumer dispute redressal commissions at the state and district levels.

The study analyses publicly available government data relating to consumer commissions and ranks states across five themes—budgets, infrastructure, human resources, workload and gender diversity—using 11 indicators. The analysis draws on data obtained through Right to Information (RTI) applications sent to 35 State Consumer Disputes Redressal Commissions, responses to parliamentary questions, and publicly accessible information available on consumer commission websites.

Justice (Retd.) Sanjay Kishan Kaul, former Judge of the Supreme Court of India, will be the chief guest at the release event. The event is scheduled to be held on March 18, 2026 at 6 PM at Royal Ballroom 1 & 2, Eros Hotel, Nehru Place, New Delhi.

The India Justice Report is a comprehensive quantitative index that uses government statistics to assess the capacity of the justice delivery system across states. It evaluates structural and financial capacity across several sectors including police, judiciary, prisons and legal aid.

The report is a collaborative initiative undertaken in partnership with organisations including DAKSH, the Commonwealth Human Rights Initiative, Common Cause, the Centre for Social Justice, the Vidhi Centre for Legal Policy and TISS-Prayas.

First published in 2019, the India Justice Report tracks improvements as well as persistent gaps in the justice system by examining indicators such as budgets, human resources, infrastructure, workload and diversity across the formal justice system in all states and union territories.
