    The Karnataka High Court recently disposed of a petition filed by a nine year old girl after the Bruhat Bengaluru Mahanagara Palike (BBMP) and the Director of NIMHANS assured the court that measures have been taken to curb the stray dog menace in the institute's campus and in its residential quarters.

    The petitioner had approached the court seeking a direction upon the authorities to take appropriate measures in line with the directions issued by the Court in Master G. Jishnu v. BBMP & Ors.

    Jishnu was a victim of a stray dog bite and BBMP was directed to frame guidelines for the grant of compensation to such victims.

    Further, it was directed that all furious or dumb rabid dogs will be isolated in isolation centres till death, in terms of Animal Birth Control (Dogs) Rules, 2001. Such dogs that do not have rabies but are a menace or cause nuisance irrespective of whether there is evidence of such dogs having mauled or bitten children or adults, could be exterminate in a humane manner.

    The Chief Health Officer BBMP in its statement of objections said it visited the NIMHANS Campus on receiving the complaint and took immediate action to catch the dogs and regularly conduct anti-rabies tests and have also taken animal birth control measures.

    The Director of NIMHANS placed on record a Circular dated 27.10.2021, wherein it has constituted Animal Co-ordination Committee, to facilitate creation of harmonious campus environment under the ambit of the statutory requirement, with the coordination of local Animal Welfare Organisation and BBMP and conduct periodic Animal Birth Control and vaccination programs; the monitoring of the stray animal population within the hospital and residential premises. Further, it was said a register is maintained of all the dogs and taking all possible steps to tackle the menace created by stray dogs.

    In this backdrop, a single judge bench of Justice SG Pandit said that no further directions would be necessary in the matter and thus disposed of the writ petition.
