Ludhiana Court Blast: High Court Seeks Details Of Security Arrangments In District Courts Across Punjab, Haryana & Chandigarh

The Punjab and Haryana High Court has sought details of Court Complex Security Measures in place across the States of Punjab, Haryana and UT Chandigarh.In this regard, the Registrar General of the High Court, Sanjiv Berry has written a letter to all the district and sessions Judges in Punjab, Haryana, and Chandigarh on the following four counts. This letter was sent within hours of the blast in the Ludhiana courts complexWhether regular meetings are held with the Administrative and Police Authorities of the District with regard to the security arrangements in the Judicial Court Complexes, Sub Divisional Court Complexes, residences etc., and whether shortcomings, if any, are sorted out. Whether frisking of all entrants to the Court Complex is done regularly and at all times.Whether there is any shortcoming in the security arrangements in the district court complexed and sub-divisional court complexes or at any other place in your sessions division.Whether CCTVs Cameras in the district court complexes at sub-divisional court complexes are operational.Apart from this, the Registrar General has also sought suggestions from the Judges regarding effective maintenance of security in the court complexes, residences etc.It may be noted that the Chief Justice of India N. V. Ramana expressed deep shock at the blast incidentExpressing grave concern at the lack of adequate security in court complexes, he hoped that the law enforcing agencies will pay necessary attention to ensure protection for the court complexes and all the stakeholders. Such incidents occurring in quick succession across the country is a worrisome trend, he observed. CJI Ramana called up the Chief Justice of Punjab and Haryana High Court Shri Justice Ravi Shankar Jha and enquired about the development. Justice Ramana also offered condolences to the bereaved members of the family of the deceased and wished speedy recovery of those injured.Punjab's Chief Minister Charanjit Singh Channi, Union Law Minister Kiren Rijiju, Justice Augustine George Masih, a judge of the Punjab and Haryana High Court and inspecting Judge of the Ludhiana sessions division, also visited the Ludhiana courts complex after the blast and took stock of the situation.In related news, a minor explosion took place in the court complex at Rohini in New Delhi on December 9. The Delhi police said that the explosion took place in a laptop bag.The incident happened in Court No.102, when proceedings were underway. Soon after the blast, the proceedings were halted. One person who got injured has been admitted in the hospital.As per DCP Pranav Tayal, the explosion happened in a laptop bag, while a court proceeding was underway.It may be recalled that in the same court complex in Rohini, a horrific shootout as part of gang rivalry had taken place in September, which left four gangsters dead. The incident had highlighted the security lapses in the court, on which the Delhi High Court took cognizance.
