'Tamil Nadu In Need Of Quality Education': High Court Directs State To Revisit Scheme For Teachers' Appointment, Prioritize Campus Education

The Madras High Court has recently directed the State to revamp its scheme regarding appointment of teachers to ensure that candidates who have acquired qualifications through regular campus education are given priority.Imparting education / teaching is a skill and a noble profession. Women and men, who acquired educational qualifications through campus education may be more suitable than that of the candidates acquired educational qualifications through Correspondence Course / Distance mode of Education / Open University schemes.Also noting that the State ranked 27th in providing quality education, Justice SM Subramaniam highlighted the importance of imparting quality education for overall development of the state.Children / Youth are the back-bone of our Great Nation. Providing quality education alone would lead to building of our great Nation. Unless quality education is provided, the students will not be in a position to develop their career in future. Thus, more deliberation is required by the State in this regard.The court thus impleaded the Principal Secretary, School Education Department and Principal Secretary, Higher Education Department for taking necessary decisions in this regard.During the course of the hearing, the Director of Elementary Education informed the court that the Government has agreed to take all possible steps to improve quality education. It was further informed that the State required some time to examine the same and implement the steps without affecting those already appointed. In view of the submission, the court granted 3 months time for the respondents to revisit the scheme.State of Tamil Nadu is in need of quality education to be imparted to the children / students in Schools and Colleges...The quality education being Statutory and Constitutional mandate on the part of the State, this Court has an undoubted opinion that an effective and urgent steps are imminent and warranted, the court added.In the present case, the petitioner was challenging rejection of her appointment as BT Assistant (English). The petitioner had first studied B.Lit., Degree Course through Distance Education, then studied MA (Tamil). After completing her B.Ed Degree Course in Tamil, she passed BA Degree in English.The petitioner claimed that B.Ed., Degree was a common qualification for promotion to the post of B.T Assistant and since she had already completed B.Ed degree, she was eligible for appointment.The court observed that as per regular pattern on education, a candidate who studied BA (English) and then completed B.Ed (English) alone was eligible for appointment as BT Assistant (English). However, since the petitioner had completed MA (Tamil) and thereafter obtained B.Ed (Tamil) she could be eligible for promotion as BT Assistant (Tamil).
