    Justice Sanjay Kishan Kaul, on Saturday, remarked that the Judges and Lawyers were the software of the system and the duty was upon the Judges and the lawyer to innovate and ensure justice delivery. He was speaking at the Madras High Court on the occasion of laying of the foundation stone for a multi-storeyed combined court building to house the subordinate courts in Chennai and for the Commencement of renovation of the old Law College Heritage Building for the use of Madras High Court.

    "No institution remains stagnant. You have to work towards whether improving it or it goes down, whether its infrastructure or on any other aspect...Though the number of judges is important aspect, a mere increase in the strength of judges will not deliver justice. We have to innovate, we have to think, we have to see how to deal with the figures that are there...Ultimately Judges and Lawyers are the software of the system. Structure is only the hardware. It is only the software that can make it work."

    Justice Kaul also praised the Madras High Court for its impeccable infrastructure and the way in which justice was being delivered in the courts.

    "Madras High Court is the most beautiful court to preside not only because of how it is made but the kind of judgments which come and the assistance that has been rendered. I often say at Delhi High Court to look at the Madras High Court and the manner in which justice is being rendered there."

    Tamil Nadu Chief Minister MK Stalin laid the foundation stone for the new building which Justice Kaul inaugurated the commencement of renovation work in the presence of Justice Indira Banerjee, Justice V Ramasubramaniam and Justice MM Sundresh, Madras High Court CJ Munishwar Nath Bhandari, TN Minister for Public Works EV Velu, TN MIniter of Law S Regupathy, Chief Secretary Dr. Irai Anbu and Advocate General R Shunmughasundaram.

    Justice Bhandari thanked the Tamil Nadu government for having sanctioned the finances required for two mega projects. He thanked the Chief Minister for having allotted 7 acres of land valuing crores for the justice delivery system and hoped that it would meet the infrastructural demands of the system for a long time. He also hoped that the renovated building could be used to house a regional bench of the Supreme Court. 

    Ministers EV Velu and S Regupathy also appreciated the assistance rendered by the Chief Minister for the judiciary and said that they would ensure that the buildings turn out to be landmarks in the city. 

    Justice Sundresh and Justice Ramasubramaniam also thanked the State and also emphasized that mere infrastructure will be of no use unless the people who render justice ensure speedy justice. Stressing upon the number of cases pending in the courts, Justice Indira Banerjee also stated that with adequate infrastructure it was important to ensure that justice was delivered in a short span of time. 

    While thanking Chief Justice Bhandari for his excellent tenure, Chief Minister Stalin also requested the Supreme Court judges to ensure that a regional bench of the Supreme Court was established in Chennai and to allow Tamil to be the official language of the Madras High Court.
