    The Allahabad High Court has issued notices to the Centre and the state government and others on a public interest litigation (PIL) plea filed against the alleged illegal meat shops and slaughterhouses operating in the Ghaziabad district.

    Hearing the PIL plea moved by Ghaziabad Councillor Himanshu Mittal raising statewide non-compliance with the Food Safety and Standards Act 2006, Prevention of Cruelty to Animals Act, 1960, Environment (Protection) Act, 1986 and MOEFCC guidelines, and various Supreme Court orders, the bench of Chief Justice Pritinker Diwaker and Justice Saumitra Dayal Singh sought responses of the respondents by May 3, 2023.

    The Food Safety and Standards Authority of India (FSSAI), Animal Welfare Board of India, Commissioner of Food Safety, Ghaziabad Municipal Corporation, UP Pollution Control Board, and Central Pollution Control Board have been added as party respondents in the PIL plea

    Appearing for the petitioner, Advocate Akash Vashishtha submitted that in the Ghaziabad district, out of nearly 3000 meat shops and slaughterhouses, only 17 have licenses under Section 31 of the Food Safety and Standards Act, 2006 and only 215 meat establishments are registered with the Food Safety department under the Act and only 62 Improvement Notices have been served upon them. Only 5 licenses have been revoked in the last 11 years.
    It is the further case of the petitioner that none of the meat shops and slaughterhouses in the district has received the mandatory Consent to Establish and Operate under Section 25 of the Water Act.
    Referring to the direction of the Supreme Court in Laxmi Narain Modi v. Union of India (2014), wherein the Court had constituted a committee on slaughterhouses in each state, the PIL plea argues that such a committee is completely defunct across the state.
