    The Rajasthan High Court, Jodhpur Bench has directed Child Rights Department of the State Government to ensure that a training programme is conducted for Principal Magistrates posted in Juvenile Justice Boards in order to sensitize them with the mandate of Juvenile Justice Act, 2015.

    A division bench comprising of Justice Manoj Kumar Garg and Justice Sandeep Mehta also directed Mr. Govind Beniwal, a child rights activist, to meet the Secretary, Child Rights Department in order to chalk out an action plan for effective monitoring of the functioning of Child Welfare Committees.

    The development came while the Court was dealing with a suo moto case registered by it based on a news report published in 'Dainik Bhaskar' relating to the despondent conditions being faced by the oral and hearing disabled children housed in a school Hostel in Jodhpur.

    The news report indicated that the government and particularly the Social Welfare Department which are primarily responsible to provide the appropriate facility to these children, had miserably failed in their duty to ensure the well-being of the children housed in the institution. 

    During the course of hearing, the State Government had apprised the Court that the funds of District Mineral Foundation Trust can be used for welfare of Women and Children.

    In view of this, the Court directed thus:

     "In this background, it is expected that the Department of Child Rights shall immediately move the concerned members be it State or District Trust for allocation of funds from the Mineral Trust Funds so that Child Care Institutions in the entire State can be upgraded."

    Furthermore, it said:

    "Shri Anil Gaur, AAG representing the Child Rights Department shall ensure that a training programme is organized within next 45 days for training and sensitizing with the Juvenile Justice (Care and Protection of Children Act), 2015."

    The matter will now be considered in first week of September.
