    The Supreme Court collegium comprising of CJI DY Chandrachud and Justices Sanjay Kishan Kaul, K M Joseph, M R Shah and Ajay Rastogi on Wednesday proposed the appointment of Justice M S Ramachandra Rao As Chief Justice Of Himachal Pradesh High Court.

    Justice M S Ramachandra Rao was appointed as a Judge of the High Court of Andhra Pradesh on 29 June 2012. On the bifurcation of the State of Andhra Pradesh he opted for Telangana as his parent High Court. He is functioning on transfer as a judge of the High Court of Punjab and Haryana since 12 October 2021. He is the senior-most among puisne judges originating from the High Court for the State of Telangana.

    The resolution to this effect reads,

    "The State of Telangana has no representation among Chief Justices of the High Courts. Justice M S Ramachandra Rao has acquired experience of dispensing justice in two High Courts. Having regard to all relevant factors, the Collegium is of the considered view that he is suitable in all respects for being appointed as Chief Justice of the High Court of Himachal Pradesh".

    Highlighting the prescription under the memorandum of procedure for making the recommendation, the Collegium resolution states that consultation has been held with the consultee-Judge/s with a view to ascertain the suitability of Mr Justice M S Ramachandra Rao for appointment as Chief Justice of the High Court of Himachal Pradesh. The consultee-Judge/s have concurred with the proposed appointment, the resolution reads.

    In view of the above, the Collegium resolves to recommend that Mr Justice M S Ramachandra Rao be appointed as the Chief Justice of the High Court of Himachal Pradesh.

    Born on 7 August 1966 at Hyderabad, Justice Ramachandra Rao passed law from Osmania University in 1989 and on 7 September 1989 got enrolled as an Advocate. He practiced in Civil Law, Arbitration, Company Law, Administrative and Constitutional Law, Labour and Service Law. He was elevated as an Additional Judge of Andhra Pradesh High Court on 29 June 2012 and made permanent on 4 December 2013. He took over as Acting Chief Justice of Telangana High Court on 31 August 2021 consequent upon the appointment of Justice Hima Kohli, Chief Justice of Telangana High Court as a Judge of Supreme Court of India. He was transferred as Judge of Punjab and Haryana High Court on 5 October 2021 and took oath on 12 October 2021.
