Centre Notifies Reallocation Of Territorial Jurisdiction Of DRTs In West Bengal Under RDB Act

The Central Government has notified a reallocation of territorial jurisdiction among four Debt Recovery Tribunals (DRTs) in West Bengal through a notification dated December 16, 2025, issued by the Ministry of Finance under Section 3 of the Recovery of Debts and Bankruptcy Act, 1993. The notification amends the earlier jurisdictions notified on March 15, 2017, and reorganises how cases are distributed among the Kolkata and Siliguri DRTs. Under the earlier notification, Debts Recovery Tribunal (DRT) No. 1, Kolkata exercised jurisdiction over large parts of central Kolkata-covering police station areas such as Hare Street, Park Street, Shakespeare Sarani, Bowbazar, Muchipara, Taltolla, Hastings and North Port-along with the districts of Howrah and Hooghly. DRT No. 2, Kolkata had a wide residual jurisdiction over all districts of West Bengal except Kolkata city, Howrah, Hooghly, North and South 24 Parganas, Darjeeling, Jalpaiguri, Cooch Behar, Uttar and Dakshin Dinajpur, Malda and Murshidabad, and also covered the Union Territory of Andaman and Nicobar Islands. DRT No. 3, Kolkata exercised jurisdiction over specified northern Kolkata police station areas such as Shyampukur, Jorabagan, Burtolla, Burrabazar, Posta, Jorasanko and Amherst Street, along with North and South 24 Parganas. The Siliguri DRT covered Darjeeling, Jalpaiguri, Cooch Behar, Uttar Dinajpur, Dakshin Dinajpur, Malda and Murshidabad. The revised jurisdiction of one DRT now extends to all districts of West Bengal except Kolkata city, Howrah, Hooghly, South 24 Parganas, and ten specified northern and central districts-Darjeeling, Jalpaiguri, Cooch Behar, Uttar Dinajpur, Dakshin Dinajpur, Malda, Murshidabad, Birbhum, Alipurduar and Kalimpong, while continuing to include the Andaman and Nicobar Islands. Reworking the earlier residual jurisdiction held by DRT No. 2, with the exclusion list being expanded now. Instead of the earlier police station-wise coverage in Kolkata city jurisdiction under DRT No. 1 and DRT No. 3, the new notification confines one DRT's jurisdiction strictly to police stations Shyampukur, Jorabagan, Burtolla, Burrabazar, Posta, Jorasanko and Amherst Street and additionally provides that any future police stations created within Kolkata city and South 24 Parganas will automatically fall within its ambit, eliminating overlap with Howrah and Hooghly. Further, a separate DRT has now been assigned jurisdiction over Darjeeling, Jalpaiguri, Cooch Behar, Uttar Dinajpur, Dakshin Dinajpur, Malda, Murshidabad, Birbhum, Alipurduar and Kalimpong.Click Here To Read/Download Notification
