    The Ministry of Commerce and Industry, through its Department for Promotion of Industry and Internal Trade (DPIIT), has taken a decisive step towards ensuring consumer safety and product quality by announcing the "Domestic Gas Stoves for use with Piped Natural Gas (Quality Control) Order, 2023."

    This move comes under the authority granted by the Bureau of Indian Standards Act, 2016, and aims to regulate the manufacturing and usage of Domestic Gas Stoves for use with Piped Natural Gas (PNG).

    By virtue of its powers as per sub-sections (1) and (2) of section 16, along with section 17 and sub-section (3) of section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016), the Central Government, following consultations with the Bureau of Indian Standards, has introduced the 'Domestic Gas Stoves for use with Piped Natural Gas (Quality Control) Order, 2023.'

    The order mandates that all Domestic Gas Stoves intended for use with Piped Natural Gas must adhere to the Indian Standard 17153:2019 and bear the Standard Mark, obtained through a license issued by the Bureau of Indian Standards, in accordance with Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

    The notification specifies distinct timelines for compliance based on the size of enterprises. For Micro Enterprises, as defined by the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), the order will take effect twelve months from the date of publication. For all other enterprises, it will come into force nine months from the publication date.

    Importantly, the order will not be applicable to products manufactured domestically for export purposes.

    The enforcement and certification authority for Domestic Gas Stoves for use with Piped Natural Gas (PNG) has been designated as the Bureau of Indian Standards.

    The announcement also establishes stringent consequences for non-compliance with the provisions of the order. Any individual or entity found contravening the stipulations laid out in the Domestic Gas Stoves (Quality Control) Order, 2023, will be subject to penalties as per the provisions of the Bureau of Indian Standards Act, 2016.
